What exactly should be the correct behavior/interaction?

A creature with hexproof that is controlled by an opponent shouldn't be an allowed target for Flood.

Are any other cards possibly affected by this bug?

No.

Fixed in 372976d. A case of "illegal_abilites =" instead of "illegal_abilities |=" I see a handful of these remaining. Putting it on my list of things to do. Others fixed in a31c146
