Describe the Bug:
WOTC released the number of copies of each card on a given sheet for expansions up to and including Alliances, so we should use those when generating boosters instead of the common/uncommon/rare approximations that they currently force everything into in Gatherer.

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
Urza's Mine, Urza's Tower, and Urza's Power Plant in Antiquities, for example, are a particularly egregious case; they should each appear six times on the common sheet (C1, C1, C2, C2 for their four variants). That makes them the most frequent common cards, instead of being "uncommon" and the same frequency of any other uncommons to boot.

Are any other cards stuff possibly affected by this bug?
dev's already been updated so that e.g. Fallen Empires boosters have 6 commons and 2 uncommons instead of assuming every expansion has a (now long-obsolete) 11-common 3-uncommon 1-rare/mythic distribution.

(Anyone ever open any Arabian Nights boosters? In particular, was it possible to get duplicates? Seems it would be most likely there, with 11 copies of Desert on the common sheet. Still, it's probably easiest for us to just continue to forbid duplicates of anything except basic lands in our booster generation.)

This made it into this month's release, commit 73e04deee.
