Describe the Bug:

Despite an Ashiok, Dream Render in play on my side, the opponent seems to be able to use Bringer of the Black Dawn to pay 2 life and search their library for a card to put on top of the deck.

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?

Spells and abilities your opponents control can't cause their controller to search their library.

I don't confirm this, you can pay mana for the trigger of Bringer of the Black Dawn it is according to rules. You don't get to search for a card which is correct, but still you have to shuffle which is also correct according to it's rulings. At least for Ashiok, Dream Render this seems to work fine according to it's rulings.

Relevant ruling:
5/3/2019 If an effect says “Search your library . . . then shuffle your library,” your opponents shuffle their libraries even though they can't search.

Probably it is broken for cards that shouldn't shuffle but I am too lazy to test:

5/3/2019 Spells and abilities your opponents control may cause other players to search their libraries, and spells and abilities you control may cause your opponents to search their libraries.
5/3/2019 If an effect says “You may search your library . . . If you do, shuffle your library” or “You may search your library . . . then shuffle your library,” your opponents can't choose to search, so they won't shuffle.

Thank you, AJ. The separation of allowing the effect payment and the post-search shuffle but not the banned library search makes sense.
