[fixed] Jade Statue

Describe the Bug:
When I don't have any other creatures I can't activate Jade Statue during combat as it skips this step.

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Holidays 2021 - sealed

What exactly should be the correct behavior/interaction?
The game should suggest players to activate Jade Statue during the combat step even if there's no other creature.

edit: I marked the combat step phase so that it has to stop there, and it works.

Fixed to always ask, even without a stop. (That is what we want, right?)
