When Bearer of Silence enters the battlefield there is no option to pay mana and have target opponent sacrifice a creature

I can't replicate your bug in dev so may have something been fixed in the meantime. However there is a bug with these two cards the other is Eldrazi Obligator that have 1 generic mana cost and one colorless mana, that they need you to have 2 colorless mana available to trigger.

This bug is also mentioned here B issue if I understand correctly.

There are a few bugs in how costs including are calculated. I'm working & testing them now; I think we're in the clear about as much as we can be until they can be ported into charge_mana() etc.

I loaded my save and put a few Wastes into play before casting, just to test if the sacrifice option worked with a surplus of colorless-specific mana available. There was still no option to force a sacrifice. But it sounds like the problem is gone in your development version, so that's good news!
