When Skill Borrower is in play the game locks up when another Skill Borrower becomes the top card of your deck. The lock-up never resolves and it becomes necessary to force close the game from task manager.
In the attached save, Skill Borrower is in play. A land is the top card of your library, with another Skill Borrower just below it. The game will freeze when you draw your next card, putting the land into your hand and making Skill Borrower the new top card on your library.

What exactly should be the correct behavior/interaction?
Skill Borrower has no activated abilities of its own. Beyond reporting the name of the card, a Skill Borrower on top of your deck shouldn't impact a Skill Borrower in play.
