Describe the Bug:
Sisay, Weatherlight Captain is tutoring legendary permanents to controller's hand, rather than onto the battlefield.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Holidays 2021 ad1a6f8 - gauntlet
What exactly should be the correct behavior/interaction?
A legendary permanent with mana value less than Sisay's power is searched from your library and put into play.
