I think there is a generic bug with Cumulative Upkeep that I have seen when permanents have other effects related to the upkeep as Heart of Bogardan: the game does not calculate the Time counter as it should.
In fact, the cards with Cumulative Upkeep are supposed to gain a time counter before going to graveyard but the game requires payment as those card had the time counters but add the time counter only once that the cumulative upkeep has been paid.
I have seen it with Heart of Bogardan: following rules, I should be able to let it die during the upkeep after the turn in which I have played it, to deal 2 damages to opponent and all his creatures. In fact, it should already have 1 time counter, I refuse to pay the mana for upkeep and the card triggers its effect.
Instead, to obtain the same effect, I need to wait one turn more: if I do as rules suggest, Heart of Bogardan deals no damage. To deal 2 damages, I have to wait my second upkeep because there is one time counter on it.
You can check it in every circumstance, no need of a specific savegame.
