Weird bug because initially I could trigger it during a game but you could still assign attacker without paying regardless of the X mana used in War Tax, but when starting a clean game I couldn't trigger it at all

When Rushwood Herbalist activate his ability, game ask to pay for G and then seems to freeze, in fact it's asking for target creature to regenerate but the hint action bar is missing
