Describe the Bug:Angel of Jubilation does not give +1/+1 to nonblack creatures.

What exactly should be the correct behavior/interaction ?When
Angel of Jubilation is in play, other nonblack creatures you control should get +1/+1.
Are any other cards possibly affected by this bug ?no.
