Describe the Bug:
Skullsnatcher doesn't trigger if you damage opponent and he has only 1 card in his graveyard.

Which card did behave improperly ?

Gatecrash + the best of Lorwyn / Shadowmoor

What exactly should be the correct behavior/interaction ?
trigger even if opponent has 1 card in graveyard as card says "exile up to 2 cards"

Are any other cards possibly affected by this bug ?

As of CLv1:
- counter spell targeting player effect work
- regen creature work but only if you cast it at regeneration phase (if player cast it before it will reject the mana into mana pool as shown in the pic below)

- if AI has some creatures and the player doesn't, if player cast it for the Fog effect, game will ask for target creature, if player hit cancel the mana will be rejected into the mana pool and the spell considered as cast (go to gy), then if player cast again another Dawn Charm game will generate an endless legacy card error.

Describe the Bug:
I don't know if you have implement a "fast effects...use regeneration effects" kind of mini phase so that some cards can be used at a time other than after lethal damage has been done but it seems not to work properly as it is available only after something has been cast.
For instance Necrobite works like that:
1- it can be cast before (lethal damage)only if something else is cast and 2- then only deathtouch will work regeneration no.

1- You can cast an instant at all times
