[fix/close]Surge ability cards sometimes surge cost is free.

Describe the Bug:
Surge ability is played for free at times.
1 case: I cast Thorn-Thrash Viashino and then cast Goblin Freerunner it's surge ability didn't open the prompt to pay mana and it was cast for free.
2nd case see screenshot:
Which card did behave improperly ?
cards with surge ability cost.
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Surge ability cards are not played for free when you cast them for surge cost.
Are any other cards possibly affected by this bug ?

Global bug for "Surge" : fixed in 596b105
