[fix]Cone of Flame no enforce 3 different targets when cast

Describe the Bug:
1- Cone of Flame checks if there are 3 different targets to be cast or not but doesn't enforce for 3 different targets when cast.
~~2- Cone of Flame has 3 prompts for the 3 targets but all 3 don't include others as targets, too.~~

Which card did behave improperly?
Cone of Flame

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
1- Each of the three targets must be different.
2- After the change for planeswalkers needs any target to prompt. Prompts should be
"Select any target, deal 1 damage." , "Select any target deal 2 damage." and "Select any target, deal 3 damage."
Are any other cards possibly affected by this bug?
For the prompts a lot of cards need to be changed.
