[fixed]Mind's Dilation no effect

Describe the Bug:

Mind's Dilation seems to have no effect. The opponent casts spells but no library cards are exiled or castable by Mind's Dilation's controller.

What exactly should be the correct behavior/interaction?

Whenever an opponent casts their first spell each turn, that player exiles the top card of their library. If it's a nonland card, Mind's Dilation's controller may cast it without paying its mana cost.

Are any other cards possibly affected by this bug?
