Describe the Bug:

With Leyline of Singularity in play, identical permanents that wouldn't normally be legendary, such as the multiple tokens made by Hunted Horror or even multiple Hunted Horror, do not have the highlander (aka "there can be only one") aspect of the legend rule enforced. They do seem to be at least partially flagged as legendary, since Karakas can target any of them and return to hand.

Out of curiosity I added to the mix a permanent card and a token that are both normally created as legendary -- Tolsimir Wolfblood and his wolf, Voja. In these cases highlander is enforced. So I think the issue is with Leyline of Singularity.

Identical permanents made legendary by Leyline of Singularity should have the legend rule enforced.
