Magistrate's Scepter with 3 charge counters on it is requiring 4 mana in addition to a tap in order to activate its time walk effect. And the 3 charge counters are not being removed.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
A cost of 4 mana (plus tap) should only be needed when adding a charge counter. The time walk effect should activate with a tap and removal of 3 charge counters.
