Question about implementing Skyship Weatherlight

I've been looking through github at similar cards, but I haven't found one that's quite the same as Skyship Weatherlight. Is there a way to have an exile zone only be viewable by the person who "owns" the zone?

The cards for Skyship Weatherlight are exiled face up, so they would visible to everyone.

Since it doesn't specifically say face down, does that mean that they're supposed to be face up?

Nevermind, I didn't read the rulings. That makes things easier.
