Hello,
I am thinking in opening a host where I will upload scans of every MTG collection for a web project in which people can check and download them. I have read some information and I do not know if Hasbro can take this like legal or not.
Can I upload the scans to a host so other people could download them?
Could the presence of publicity on the web affect this (downloads will be direct, with no monetary gain)?
Could it be different if I use visual spoilers to be downloaded?
What differences are there comparing to Cockatrice case?

Cockatrice could be seen to compete with MTGO, I guess. I'm not sure what specifically was the trigger in that case. Copyrighted material cannot be closely coupled with the game engine in any case.What differences are there comparing to Cockatrice case?

It is necessary to make clear that the monetization of content that is protected by copyright provision makes this illegal content (in almost all countries of the world).
So if you want to distribute this type of material do ... but do not try to monetize your website/download etc etc...
