Is the CCGHQ Missing Promos List current? I have a few of the cards like serum visions that I thought were already scanned.

The method in the quote is perfect. Maybe, just maybe, you could give the promos codes in the form "pXYZ". But as most would be made up, a list with "code - full name" would have to be kept in a text file, as an attachment with the torrent wherever it's posted. It'd be nice if the codes then see more widespread use. Since you are the force behind promos, I think it's your call. Post a list of all the categories and we'll try to get them codes if you like.

Including the mtgjson set codes is a reasonable suggestion. However, promos listed by mtgjson are categorised based on magiccards.info which has a some coarse groupings which lumps some promos together and makes it hard to find particular things. For example, Buy-a-box promos, IDW Comic promos, San Diego Comic Con black planeswalkers, and Holiday Gift box promos are all categorised under a single category "pMEI - Media Inserts". I think it would be better to have each of these in a separate directory.
I've recently changed my database to have such fine groupings, so I can probably provide all the grouping if someone doesn't get to it first. I just need to add the year-published information for things like FNM, as I don't track this currently. (This is the database I use to generate the Missing Promos List. It is up-to-date and includes everything except the MPS lands.)

On that note: after some careful assembly, I'm ready to offer up the first beta version of the Promos torrent.
Much as the primary XLHQ torrent compiles all the packaged set releases stretching back for years, his torrent compiles the efforts by the CCGHQ team to produce a comprehensive set of standalone promos. This torrent should include everything that's been scanned and released, stretching from the oldest promo cards (Arena and Sewers of Estark, I believe) to whichever fresh 2015 promos we've already processed -- everything not included here should be listed in the "Missing Promos" link.
It's currently assembled to include all known English language promos, as well as the primary language for promo sets that don't exist in English (e.g. MPS lands.) Beyond the normal promo series Magic cards, it also includes some other oddities: several sets of oversized promotional cards, all known promotional tokens, the brief-lived Pro Player cards, some Ravnica guild promotional magnets, rare or variant sets (like a few Summer Magic scans we have), unique digital-only cards, and so on.
Everything in this torrent is presented (and properly labeled) in XLHQ, i.e. 300 DPI images. For some cards, this might be the first release, or at least the first compiled release, at that size. For cards of unusual size (e.g. 8th Edition boxtoppers) this 300 DPI scale is maintained, which should result in images that are proportionately sized the same way as the real cards.
Some samples of what's included:
If you pull down the torrent, please let me know if you spot any mistakes or oddities, and whether the categorization strategy on display here makes sense.

Superb job on the promos torrent Charlequin! Everybody give him a thumbs up for this one, he deserves it!
The end goal here is to distribute 300DPI XLHQ scans of every English MTG card ever printed. Between Wurm's torrent and Charlequin's torrent we should have 95% of it. Now we need people to verify two things:
1) That the torrent is complete in terms of what we have released historically. The Magic Album torrent is probably a good benchmark - since it has been maintained in parallel to CCGHQ releases.
2) That we have an accurate list of what's missing. Here's an old list of missing things. Somebody should go through and make sure everything has been fulfilled. Magic Librarities is a great reference to compare against as well.
According to my records, we're missing at least Tips & Tricks / Advertisment cards in 300DPI, plus the following sets:
Summer Magic
Alternate Fourth Edition
Hachette Magic Encyclopedia Rats Deck in English
Salvat 2011
Unhinged Alternate Foil Cards
