Cards are included. I'm not sure if we need scans? They're not tournament legal. But neither are over-sized cards. I'm not sure where we draw the line...

I would say draw the line at things that are part of the game of Magic: the Gathering. Arena is a different game despite having the same characters. Oversized cards were bundled with magic product, arena is not.
