I keep seeing this Elvish Champion from 8th edition floating around. People are calling it a "Prerelease Promo". As far as I can tell it is not really a promo-just an 8th foil put in a wrapper. Can someone confirm?

Looking at this image this is NOT a promo. Generic 8th edition card.

Wich is wierd because pre-Tenth core editions except for Alpha and Beta are white bordered.
I maybe wrong but to me this card seems somewhat special...

I don't think there has ever been a white bordered foil printed? This "promo" is foil. It just doesn't seem to have any special treatment other than the fact that it was distributed in a sealed clear wrapper.

The thing is - back in the day, Wizards sold so called "Core Games", with CDs and stuff. This had to be learning material for new players to get to know the game. So, in each and every one of those 8th Edition "Core Games" was a nicely wrapped Elvish Champions with a black border.
