Collectible Card Game Headquarters

I searched through foruns but couldn't find any light on this: I've downloaded a file which contains pretty much all the modded decks for MTG 2013 so far. Some of them, however, are locked, and can't be opened. I read a tutorial in the wiki about this, but can't seem to unlock said decks. Could anyone please help?
