Saving Power Surge?

Even if the removal of mana-burn is a great thing that makes the game less complicated and increases the value of many cards, it had the backdraw of greatly weakening this card, which can be used only with a very limited ammount of lands (as Maze of Ith).
Now, I don't know very well the modern rules, so I barely remember that it was no longer allowed to tap lands or mana sources without declaring the casting of a spell first.
I don't even know if I'm right, but even if, this effect looks quite hard to reproduce, so would it possible to restore the mana-burn effect *IF* Power Surge is in play?
Of course, this is just a minor matter
