It is better than your first attempt, but there is a loss in the icons' quality within the game, as you can see especially by looking at the icon for flying.
The best results until now are given by icons resized for each screen setting.

Those are Sarlack's icons resized to fit my game's view: the file has a width of 30 pixels, each icon has a height of 29 pixels

Unfortunately the high res icon at 88x88 are jagged on my 1024x768 laptop screen, so I conclude making my own resized icon is needed.

On the bright side, the protection shield icon are perfect

'cos uit is made of perpendicular lines that don't get resized by game's scaling engine. You should be able to see the wing or the web as clear as mine.

Pals, since we are talking about new graphics, may you tell me which file holds the art for the spellchain background? In my game, it is just a black screen from a very long time!

It's the file winbk_spellchain.pic. The one in Sarlack's v1.2 mod shows fine for me.

Never told I'm entirely using his mod :)
Anyway, there was already a file for that but maybe it was holding a black background. I wonder why I can't open those PIC files with Paint Shop Pro...
Sarlack, what program are you using? Photoshop?

All the files are .BMP except the card frames are .PNG
Magic.exe requires to load some .PIC and some .BMP (Please refer to my screen shot at the link below. It will show you what files are needed for magic.exe)
Any of the files that need to be .PIC I just renamed the file extension from .BMP to .PIC (They are still .BMP files though) Just change the extension back to open in a image program. (I use Photoshop)
Unless you play Shandalar, I would clean the folders so they only have the files from my screenshot. Shandalar ONLY loads .PIC format, so it won't load any of the .BMP files and you will get a black square. Same with Magic.exe, if it is looking for a specific file and can not find it, it will either not start or load nothing and you get the black square.
If you have duplicate files (for example winbk_manapool.bmp & winbk_manapool.pic) it may load the incorrect one. (Stassy's screenshot above has an old manapool graphic, Unless he chose to use that one) Only some files it seems it can load either format.

In fact I just extracted your files in my magic folder without erasing the unneded pic/bmp files so that is why the game might load the wrong files.

It is very strange: I really can't open those PIC files, not even renaming them as BMP.

Using Photoshop 7 I can't open *.pic files either but I guess it's because I am using an old software that miss the appropriate codec file since I can open it properly with...Paint and Acdsee 3.0 (yes, this is a 10 years old laptop XD )

can you open the files that are already a .BMP?
A .BMP should open in any program that supports them, it is backwards compatible.
I'm using photoshop CS5.5, but when i save it to a bmp it is not associated with photoshop anymore, you should be able to open even in Windows Paint.

...and just in case you want to look at the original Microprose .PIC files, be sure to check this thread for software that'll convert them to .BMP files (well, the majority of them).
