Stuck at first upkeep (1.6.55 bug report)

Just started up game 2 of a constructed match vs. AI, and the AI seems to be permanently stuck on its turn 1 upkeep. Game 1 was completed without issue, so I suspect this issue must be caused by one of the cards in the AI's starting hand. Game state dump is attached.
