Quest mode cards

Is there any limitation on the cards available in the quest booster pack prizes or the shop? For instance, if I keep getting vintage booster packs, will I eventually open things like the power nine? Does it require the travel mode?

I'm just looking to play and collect all of the cards. I apologize if this topic has been covered before, I haven't been able to find something conclusive and I just started using Forge.
