There is no firm list as it would change too quickly to be reliably maintained.There is a script though, so if you have Python 2 installed you can run PerSetTracking.py from your Forge res folder and have it output a folder-full of data goodies.

We will not implement UN-sets as many cards simply make no sense/are impossible to implement.Gotcha! and Denimwalk for instance.

And just in case you don't have python, here's the current missing cards:
(Edit: You can also add Jund to that list. The script thinks we have it because I have it mostly scripted, sitting in limbo while I try get some final things working. But still under 1000 cards missing now including planes and schemes, but excluding un-sets)

Actually, marc's list isn't quite right, since mtgdata hasn't been updated yet for GTC. I have a version of it locally that's still a bit weird, but I'll upload it soon.

Mycosynth Lattice is the card that I came across, while looking for Deck ideas.

These have probably already been said but two cards that stand out to me as absolutely needing to be included are:

Protean Hulk
I don't know how hard they are to code in but they are an integral part of many of decks I wish to build.

Two of my decks run Kira, Great Glass-Spinner and Killing Wave respectively. The AI for using Killing Wave might be a bit tricky though now that I think about it...

The two hatebears Aven Mindcensor and Leonin Arbiter as well as Jotun Grunt would be quite sweet, but probably this isn't the first time they are mentioned and are quite difficult to make...

- Spellskite and any/every other cards that changes a target,
- Aven Mindcensor and other cards that limit searching libraries
- Sorin Markov and Mindslaver,
- all split cards
- anything else that's been requested more than 3 times recently and hasn't been implemented
Recently enabled and scripted cards that have been requested include:
- Aurelia's Fury and all other cards that distribute damage, counters or damage prevention
- Protean Hulk
