Ghosts of the Innocent doesn't use the word "prevent" anywhere in its text. How exactly is it useful in multiplayer? Callous Oppressor needs to remember the chosen creature type since that is required for its ability. But it never cares about the choosing player again. It's not limited to targeting only his cards, for example.
