Does the AI still get a "helping hand" and start the game with 7 spells and draw 7 lands? Could this be an option that can be turned off to see how effective the AI is without this helping hand?

The "helping hand" has been an option that can be turned on or off in the recent versions. The check box is named "Stack AI land".

With the check box set to off, the computer can be mana flooded/hosed in some of its games.
