Probably because Suspend doesn't work the way you are picturing. You aren't casting a spell with suspend to be a smaller cost +
X turns. You are paying a cost to let it be cast
X turns later for "free". When the last counter is removed, you "cast it without paying its mana cost." The mana cost is just the cost in the top right corner, it doesn't change any other additional costs.
Think of it like this:
You want to play
Heroes Remembered but don't have the 9 mana to actually cast it, you Suspend it, and let time handle it for you. Now when the last counter is removed, you start casting it. When you go to pay the cost for the spell, you add any additional costs (here the 1 mana from Thalia) making the cost 7WWW, and then subtract any cost reductions (here the "cast it without paying its mana cost" which is 6WWW). So now you are left with 1 mana that you have to pay if you want to cast the spell.
