Actually, it's neither of those. The card works as it should. Karametra's Favor gives the enchanted creature the ability to tap itself for 1 mana of any color. So the mana comes from the creature, not the enchantment. Attaching 2 to the same creature is simply redundant. If you had something like 2 Fertile Ground on a land, that would give you 2 mana of any color, plus the mana that the land tapped for in the first place (if any). But this makes me wonder about Exalted. Sublime Archangel adds the exalted ability even to creatures who have it already, and they do stack. What's the reason of the difference?
THat's most likely exactly what's happening.
