Duel Commander on Forge

So, I mostly play Duel Commander instead of the normal one. Any way I can edit the game file to change the rules?

Basically: 30 starting life instead of 40, 1st mulligan is "free" (optional rules I play here) and the Commander can be sent to the Command zone when he's put in the library.
