Forge decks are usually located in: C:\Users\[username]\AppData\Roaming\Forge\decks
Within the decks subdirectory there are two more, constructed and commander
I guess I am unclear as to what you mean when you write that Forge "blocks." Do you mean that it hangs or takes a long time to load? Do you mean that Windows blocks YOU from running the program? Is Forge being blocked by an antivirus tool? If you could be a bit more specific (clear) that would really help.

Depending on the amount of decks you have in your decks folders, Forge can take a few moments to start. I am uploading decks but I have also downloaded over 12,000. (Obviously the decks I am uploading here I have also added to my personal Forge deck inventory.
May I ask if you are installing decks from here? If so, I doubt it is the problem with the decks themselves as they are .dck files (txt files).
In Windows, do you have show hidden files and folders checked? If you don't then that may be why you can't find the decks. Do you have the latest build of Forge installed?
Lastly, you wrote that you "put some decks in." Do you mean that you used the Import function on the deckbuilder or do you mean that you plopped some decks into the main Forge directory? If you are using the Import function and pasting in decklists, remember to SAVE the deck as opposed to SAVE AS when you have the deck imported. When you choose SAVE (the first blue icon) Forge creates a deck that is "Forgeable."
I'll tell you what, I'll import a few decks and see if I can reproduce this bug. The latest build I have is December 12 I believe from KrazyTheFox's site.
I'll edit this post and let you know if this happened to me, but, I don't recall it ever happening. I realize that English isn't your first language, so just do the best you can with providing a bit more information, okay?

EDIT: Okay, I loaded Forge, and because I have 12,473 decks, it took a minute an a half to load. I imported a new deck, saved it, then exited Forge. Then I restarted Forge and it loaded in roughly ten seconds. All other things being equal, i.e, Windows and/or your antivirus isn't blocking you, I am
guessing you are merely experiencing a little waiting time while your decks load and if the decks aren't stored in the proper directory then Forge isn't finding them. Make sure you can see your decks by looking in C:\Users\[username]\AppData\Roaming\Forge\decks
I know this sounds silly, but, do a complete shut down and restart of your system.
Perhaps you were running some other applications before Forge and you are simply out of memory or some system weirdness - assuming of course you are using Windows. You did say you uninstalled then reinstalled. I have found through the years that sometimes I have to restart my system after doing that. If you are on a Mac, then someone else will have to offer some suggestions.
Is your Java up to date? Please let me know here okay so that others can offer suggestions that didn't occur to me. Forge is a GREAT program and you'll be tapping like a mad sorcerer in no time.
