BUG: Thalia Suspend

Setup: I leonin arbiter ghost quarted the only land my opponent had while they had a rift bolt on suspend. I then played the Thalia, Guardian of Thraben. I passed the turn. The AI proceeded to still cast the rift bolt without paying the additional cost enforced by the Thalia.
