Collectible Card Game Headquarters

Does anyone know why the As Foretold and Expropriate cards do not appear in the card list?

Because they are not implemented yet.

Are they going to fix it?

There's nothing to "fix", since they were never broken. If you ask whether they will be added, probably yes, at some point, but it's hard to implement them well. You are welcome to try if you want
