Can't change themes?

When I go into preferences I see absolutely no field for changing the theme. Maybe I'm just completely blind, but there is just nothing there for me at all. This is coming off a fresh install of Forge as well, up to date, etc, so I have no idea what the problem is.

Any help?


EDIT: I was able to find the folder with all the themes, so I suppose it's not a big deal to just change pics out in the default folder, but it's still very odd that there seems to be no option to change it in game for me.

Forge button on the top -> Layout -> Theme

The themes thread seems to have old information as for where the themes are located.
