Personally I'm using a batch conversion Python script to convert .dec files to Forge format, it's a little rough around the edges (will need some manual tweaking to point to the necessary folders and potentially some file unpacking to do as well), but if you want I can publish it here. If you don't need batch conversion and you just need to convert a deck or two that you download from somewhere every now and then, you can try the Import Deck function in Forge and see if that helps, but I don't think it'll auto-detect what to add to the sideboard, so you may have to create the sideboard on your own (maybe I'm wrong though, I haven't used it much).

I saw this post and supported Decked Builder's *.dec format in Mtgdb.Gui since version v3.0.9.2
So you can open .dec file then save it in Forge format.
