Forcing AI to use certain cards when generating random decks

I'm trying to get Forge to generate decks for the AI using only sets of my choosing. I made a filter by editing /res/blockdata/formats.txt and I can filter out the sets I want, but that does not seem to have an effect of how the AI generates it decks.

Maybe I'm using the program wrong, but I can't figure out how to do it. I'm probably overlooking something really simple. Can someone please tell me how to restrict which sets the AI pulls from when generating random decks?
