Is there a way to skin Forge to a more modern UI?

I only recently encountered Forge and love it, but many of the design UI is web 1.0 and kind of old looking. I looked at the themes and try to reskin it, but there's some stuff I can't seem to change, like:
- 1px borders around panels and UI elements (which appear the same color as the text)
- forced gradients in deck editor filter buttons, and a white-yellow-transparent gradient in the quest duels page
- Sprites for things like scrollbars and choosing whether a UI element has rectangular or rounded elements
Is there somewhere I can change these? Or are they hardcoded into the program used?
