Missing cards

Is there ant reason why some cards are missing from the game? I'm not sure if it is the only one, but "Expropriate" is unavailable.

Not every card is able to be coded and scripted to be functional at this time. We've got 99% of them thus far, which is pretty good. I'm sure the devs will be able to get to cards like Expropriate and Ertai's Meddling eventually.
