Roalesk, Apex Hybrid working as intended or bug?

When Roalesk, Apex Hybrid is your commander and it dies and goes into the command zone the proliferate trigger does not happen. If it dies and goes into the graveyard the trigger works correctly. Is this working as intended or is this a bug?

Your commander going back to command zone is a replacement effect. You put it in commander zone instead of grave hence your commander technically doesnt die.
