How to make commander decks in the commander quest world?

I'm using the windows client and I think I must be missing something really obvious.

In the quest deck editor I kind of expected to just right click on a card to make it my commander.

There's a "commander" tab on the quest deck editor, but when I click that all of my quest inventory disappears.

Isn't there a dropdown that says "Main"? Switch it to Commander. Not a tab.
