Editing blockdata pack #s not working for blocks.

Following forge's prompts for editing sealed deck txt files. I've found that when you edit the number of sealed packs actually does change that number...but only if it is for a single set. But it still only gives the same pack #(6) combos for actual multi-set blocks.

For instance: if i change mirroden blockdata from
Mirroden, 3/6/MIR, MIR DST 5DN. to
Mirroden, 5/9/MIR, MIR DST 5DN.

Then when I reload forge and go to sealed, it will change the booster draft to 5 packs "yay" but only still offer the 6 pack combination choices for mirroden block "booo".

But if I change the blockdata text to
Mirroden, 5/9MIR, MIR. (excluding DST & 5DN)

Then the sealed packs that are generated will be 9 instead of 6.

Why does this only seem to work for sets, but not blocks for me??
