When Importing a deck, how do I tell Forge to use different arts available for basic lands when I type up a deck list?

There may likely be a way via the interface but through my own dabbling I know that the "set" is stored on a per line basis in the .dck files and can be edited with any text editor like notepad. Other than that Forge appears to randomly choose a set.

Do I have to edit this information in the files for the decks the I have built myself? If so, where are those decks stored?

Constructed decks are stored by default in <Forge folder>\res\decks\constructed. They'll automatically have a set assigned based on the image that was active when you built the deck, so to use a specific set, either edit the deck file manually or when you build the deck, filter by whichever set you want first before adding the land (or any other card for that matter).

By the way, how can I filter the information in deck editor (e.g. filter out cards of specific colors, sets, etc.)? I can't find this feature anywhere and I've been looking for quite a while...

In the preferences tab of the editor, the properties section allows for sorting by colour(s), type and format/set.
If you cant see the tab, delete the editor_preferred file in the layouts folder and it should appear the next time you start forge
