Import didn't work for WWK?

If you go into the goblin hero set delay thread, there's a user that posted a masterbase for wwk. I tried that one, works fine in MWS. I tried importing that masterbase using the method described in the import to a T. Everything seemed to work, but when I try to load deckbuilder, it crashes and says the stuff at the bottom of the post. When I try to look at the sets.dat, it appears to be in chinese..

That error just means what it says: you need to edit sets.txt to add WWK, so that editor knows about it.

That's what I figured, but the sets.dat, when opened by notepad, was in chinese script. Is there another program I should use to open the sets.dat?

You don't needs sets.dat. But it also is in cds format and can be opened with cdsexplorer.
