Which printer/paper/adhesive to use for making proxies?

Hello all,
I want to make some foils for casual use. I need a new inkjet printer anyway so I figured I would ask you all what would be a good printer for making foil proxies? Under $100 preferably.
What transparency paper should I use?
What adhesive?
