Yeah, this card is tricky to script exactly (probably because of "each of the player's upkeeps"? Or maybe because a copy must be created from a card that is not on stack), but if you'd like to play a variant of this deck, you can probably simulate a somewhat similar effect with Delay. I mean, it won't be the exact same deck, but it will be pretty much playable with just one card changed into a different one with a largely similar effect (Ertai's Meddling is a singleton in that Slivers precon).

The first products from Wizards that included preconstructed decks were apparently Rivals Quick Start Set and Introductory Two-Player Set, released in 1996. The decks are all forgeable:
