12 lands may seem too few, but with the Lotus, the moxen and the rings, you have mana to burn.
Besides, Tolarian Academy alone can supply all the mana you need.
Tezzeret serves a double purpose here, he can fetch the Time Vault and also untap it if the Voltaic Key eludes you.

Actually, in most of my games, once Tezzeret is in play, I use it to search for a Time Vault, not a Voltaic Key.
After that, Tezz is busy untapping the Vault so I can get free extra turns. From then on, the deck almost plays itself.

I meant after you have the vault. Though he does provide more clicking efficiency(Tez-vault-<space>-vault-<space> vs key-vault-mana-<space>-vault-<space>), used with the key he nets you 3 turns for 12 clicks and 5 keystrokes(key, vault, mana, Spc, vault, Spc, tez, vault, key, vault, Spc, key, vault, mana, Spc, vault, Spc) which is even more efficient. What was I talking about anyways?
