Phylactery Lich is one hell of a card for monoblack decks. And building a deck around it seems very solid.
This deck has insane speed due to Dark Ritual and Phyrexian Arena. As for artifacts, there is the very cheap yet powerful Basilisk Collar which can be equipped on the Liches for a life-gaining beatstick that is very hard to stop.
Candidates for the artifacts to put phylactery counters on are the Darksteel Citadels as they are indestructible.
Just watch out for cards with mechanics like Annihilator though.
