Edit a Format

Hey folks,

So, tell me... how do I edit a Format?

I want to change the current cardpool of Brawl to incorporate more cards, like in a Legacy way.
What's the easiest way to do it?

I thought on changing card by card as I did for some commanders but I really want to mess with the format rules.
